V. Production layout and concentration

According to the survey data of the China Paper Association, in 2009, the provinces (autonomous regions and municipalities) with a decline in paper and board production decreased in Hebei, Guangxi, Shanghai, Liaoning, Jilin, Shanxi, and Gansu, and the rest of the provinces grew to varying degrees. Among them, the output of paper and paperboard in Guangdong Province increased by more than 1 million tons, an increase of 1.62 million tons.

In 2009, 12 provinces (autonomous regions and municipalities) in the eastern part of China, the paper and paperboard production accounted for 71.3% of the national paper and paperboard production, 0.7 percentage points lower than the previous year; the proportion of 9 provinces (regions) in the central region accounted for 21.4%. It was 0.2 percentage points lower than the previous year; the proportion of 10 provinces (autonomous regions and municipalities) in the western region accounted for 7.3%, an increase of 0.9 percentage points over the previous year.

In 2009, the provinces with paper and paperboard output exceeding 1 million tons included 14 provinces (districts) in Shandong, Zhejiang, Guangdong, Jiangsu, Henan, Hebei, Fujian, Hunan, Sichuan, Anhui, Chongqing, Hubei, Guangxi and Jiangxi. It reached 80.1 million tons, accounting for 92.71% of the national total paper and board output, an increase of 0.57 percentage points over the previous year; an increase of 6.57 million tons over the previous year.

The annual output of the company is 2.99 million tons; Jindong Paper (Jiangsu) Co., Ltd. has an annual output of 2.28 million tons; Shandong Sun Paper Co., Ltd. has an annual output of 2.2 million tons; Huatai Group Co., Ltd. has an annual output of 1.55 million tons; Ningbo Zhonghua Paper Co., Ltd. The company (including Ningbo Asia Pulp and Paper Co., Ltd.) has an annual output of 1.48 million tons; China Metallurgical Paper Group Co., Ltd. has an annual output of 1.01 million tons. The above eight paper-making enterprises increased their production by 3.26 million tons in 2009 compared with the previous year, accounting for 49% of the national paper and paperboard output. Enterprises with an annual output of more than 1 million tons of pulp: Hainan Jinhai Pulp & Paper Co., Ltd. has an annual output of 1.12 million tons.

The above relevant data shows that the national paper production layout changed slightly in 2009.

The eastern region is still the main production area of ​​China's paper industry, and the concentration of production in key provinces (autonomous regions, municipalities) and key papermaking enterprises has increased.

6. Economic type structure and scale structure of papermaking enterprises

According to the relevant data analysis of paper-making enterprises above designated size from January to November 2009 provided by the National Bureau of Statistics, there were 80 state-owned and state-controlled enterprises in 2009, accounting for 2.17%, a decrease of 0.72 percentage points from 2.89% in the previous year; There were 418 enterprises, accounting for 11.34%, a decrease of 0.37 percentage points from 11.71% in the previous year; 3188 of the collective and other enterprises accounted for 86.49%, an increase of 1.09 percentage points from 85.40% in the previous year. Among the total revenues of the main business of papermaking enterprises, state-owned and state-owned holding enterprises accounted for 12.43%, a decrease of 4.91 percentage points from 17.34% in the previous year; “three-capital” enterprises accounted for 29.38%, a decrease of 3.59 percentage points from 32.97% in the previous year; Other companies accounted for 58.19%, an increase of 8.50 percentage points from 49.69% in the previous year. Among the total profits and taxes, state-owned and state-controlled enterprises accounted for 9.55%, a decrease of 9.24 percentage points from 18.79% in the previous year; “three-capital” enterprises accounted for 29.64%, a decrease of 1.14 percentage points from the previous year's 30.78%; collective and other enterprises accounted for 60.81%. , an increase of 10.38 percentage points from 0.43% in the previous year. In 2009, the economic type structure of domestic paper-making enterprises was still adjusting and changing. Compared with 2008, the number of paper-making enterprises above designated size increased from 3,494 to 3,686, an increase of 192, of which 204 were collective and other enterprises. The number of state-owned holding companies decreased by 21, and the number of “three-capital” enterprises increased by 9. In 2009, there were 714 loss-making enterprises, of which: state-owned and state-owned enterprises accounted for 3.92%, “three-capital” enterprises accounted for 15.69%, and collective and other enterprises accounted for 80.39%.

According to the classification standards of large, medium and small-sized enterprises in China, among the 3,686 paper-making enterprises above designated size, 425 large and medium-sized papermaking enterprises accounted for 11.53%, and 3,261 small enterprises accounted for 88.47%. Seven, environmental protection

According to the statistics of the Ministry of Environmental Protection, in 2008, the pulp and paper and paper products industry (5,759 statistical enterprises, 59 fewer than the previous year) used 10.896 billion tons of water, of which the fresh water volume was 4.884 billion tons, accounting for the total industrial consumption of fresh water. 8.89% of 54.763 billion tons. The repeated water consumption was 6.012 billion tons, and the water reuse rate was 55.18%, an increase of 3.78 percentage points over the previous year. The amount of fresh water used in industrial output (current price) of 10,000 yuan was 94.0 tons, a decrease of 30.1 tons from the previous year and a decrease of 24.3%.

The paper industry's wastewater discharge in 2008 was 4.077 billion tons, accounting for 18.76% of the total industrial wastewater discharge of 21.738 billion tons, a decrease of 0.49 percentage points from the previous year. The papermaking wastewater discharge standard reached 3.751 billion tons, accounting for 92.00% of the paper industry's total wastewater discharge, an increase of 2 percentage points over the previous year. The chemical oxygen demand (COD) in the discharged wastewater was 1.288 million tons, which was 286,000 tons less than the previous year's 1.574 million tons, accounting for 31.82% of the total industrial COD emissions of 4.084 million tons, a decrease of 2.92 percentage points from the previous year. The industrial chemical production value (current price) of chemical oxygen demand (COD) is 25 kg, which is 37.50% lower than the previous year. The annual operating cost of the paper industry wastewater treatment facilities was 4.62 billion yuan, an increase of 280 million yuan over the previous year, an increase of 6.45%.

Summary:

2009 is a difficult year for China's economic development since the beginning of the new century. At the beginning of the year, the paper industry encountered difficulties such as shrinking market demand, falling product prices, increased inventories, and tight liquidity. Since May, paper-making enterprises have experienced the rise in fiber raw materials, water, coal, electricity, oil, and transportation prices, especially It is the test that the international wood pulp and waste paper prices continue to rise and the production and operation costs continue to rise. In addition, the implementation of new pollutant discharge standards for pulp and paper wastewater has enabled enterprises to increase environmental protection investment and operating costs, further reducing profit margins. In the face of the serious impact brought by the financial crisis, the whole industry has conscientiously implemented a series of policies and measures adopted by the state to deal with the financial crisis, overcoming many difficulties and effectively curbing the trend of a marked decline in economic growth. With the overall improvement of the domestic economic situation, papermaking enterprises have gradually stepped out of the predicament. The overall economic operation of the whole industry has been relatively stable, showing a positive trend of stabilization and recovery, higher production and sales ratio, lower inventory of finished products and improved efficiency. At the end of the year, the entire industry has basically achieved recovery growth.



Among the total profits, large and medium-sized enterprises accounted for 65.81%, and small enterprises accounted for 34.19%.

Among the new production of major products in 2009, the increase in key backbone enterprises has accounted for 72% of the total increase.
